In 1978 Lever Brothers spent $15 million ($47.55 million in today's currency) delivering a free sample of Signal Mouthwash to two-thirds of all US households. Uppsatsen undersöker inflytandet över den svenska upphovsrättslagstiftningen under
perioden 1960-2005 i förhållande till intressena producenter, konsumenter, jurister
och myndigheter. I lagstiftningens förarbetesdokument identifieras och intresseklassificeras
aktörer och remissinstanser med hjälp av innehållsanalys (N=1832).
Dokumenten innehållskategoriseras och statistiska skattningar utförs för att estimera
det relativa inflytandet mellan olika intressen. Analysen visar klara statistiska
samband mellan intressenas inriktning och aktivitet visavi lagstiftningens restriktivitet.
Resultaten stöder teorier som förklarar upphovsrättspolitiken i termer av problem
med kollektivt handlande, rent-seeking, infångning och intressedominans.
Upphovsrättspolitiken har på ett överväldigande sätt dominerats av producentintresset
med symbiotiskt bidrag från juristintresset. Konsumentinflytandet är nära
obefintligt. Uppsatsen avslutas med en diskussion av möjliga bidragande förklaringar.

Social interaction is strongly influenced by the technology used. Therefore technological innovation affects modes of social interaction. While gradual technological innovation is often assimilated, some changes can be more disruptive.

This research examines the democratic impact of attempts to control disruptive technology through regulation. This is done by studying attempts to regulate the phenomena of online civil disobedience, viruses, spyware, online games, software standards and Internet censorship – in particular the effect of these regulatory attempts on the core democratic values of Participation, Communication, Integrity, Property, Access and Autonomy.

By studying the attempts to regulate the disruptive effects of Internet technology and the consequences of these regulatory attempts on the IT-based participatory democracy this work shows that the regulation of technology is the regulation of democracy.
